• GLOBAL DEAL TO TACKLE CLIMATE CHANGE IN 2010 UNLIKELY

    A definite deal  to tackle climate change at the next summit in Mexico is at present looking unlikely. The UN framework on climate change(UNFCCC) makes decisions by agreement of all 192 members, and is described as “fatally cumbersome”.
    The thinking by climate officials in Britain is that a global legally binding deal would be desirable,but it was not critical. As one official expressed it “An agreement does not reduce one molecule of carbon-dioxide. It’s national policies that do that”.
    A shift of emphasis then from global deal to national action.
